    The UPU first hijacked this arc because they needed the first two nodes of their OID to occupy a single byte.

    ITU-T Q.11/17 (Registration) and Q.12/17 (ASN.1) sent a Liaison to UPU in March 2002. An answer was received from the UPU. At its September 2003 meeting, ITU-T SG 17 endorses the decision to officially allocate this arc to the UPU (see COM 17-TD 3191 Rev. 1).
