A manager that wishes to receive notifications about new
roles or capabilities on an agent places an entry in the
notification registration table. pmNewRoleNotifications and
pmNewCapabilityNotifications will then be sent to the target
specified in the associated snmpTargetAddr entry. These
notifications will be sent until the entry is removed from
this table.
