when a loss of signal, loss of frame, AIS-L or a Line
bit error rate exceeding the currently configured value of
the relevant instance of apsConfigSfBerThreshold.
Discontinuities in the value of this counter can occur at
re-initialization of the management system, and at other
times as indicated by the value of
apsChanStatusDiscontinuityTime.
