ipx stack is running and the VPA is running.
vpainiting(2) - is a temporary state indicating that the VPA
has been starting and is still initializing.
vpawaitingipx(3) - indicates that the vpa has initialized, but
cannot perform normal operations because the ipx stack is
not running.
