Used to activate a feature group on a device.
Upon a Set operation, the device will verify that the key is valid,
returning badValue otherwise. If the key entered is valid, the
new feature group will be activated causing the device to reset.
The device will attempt to send a response before the reset occurs
but such a response is not guaranteed and a time out may occur.
A Get operation will return an empty string of size 0.
