Description by mibdepot
The upper limit in octets of the range of values to store in the
bucket. There is a hidden 0th index that always has a range value
of zero. The range is defined as any Frame Size that is greater than
the range of the previous index and less than or equal to the range
of the current index. Each range value must be greater than the
value of the upper limit of the previous index and less than the
value of the upper limit of the next index. The upper limit of the
last index is automatically and permanently set to a value at least
as large as the maximum sized frame the device will recognize and
may not be altered. Attempting to set the upper limit of the last
index will result in 'badValue'. Changing any upper limit value will
reset the Frame Size Counts for all other indexes.
