    The upper limit in bits of the range of information rate values to
    that characterize the data in the bucket. There is a hidden 0th
    index that always has an upper limit of zero. The range is defined
    as any Information Rate that is greater than the upper limit of the
    previous index and less than or equal to the upper limit of the
    current index. Each upper limit value must be greater than the value
    of the upper limit of the previous index and less than the value of
    the upper limit of the next index. The upper limit of the last index
    is automatically and permanently set to a value at least as large as
    the maximum line speed of the physical device on which the link
    exists, and it may not be altered. Attempting to set the upper limit
    of the last index will result in 'badValue'. Changing any upper
    limit value will reset the Burst Counts for all other indexes.
