a value of enabled(1) if the lobe will allow the attachment
of a passive wiring concentrator device. This variable
will assume a value of disabled(2) if this lobe will not
allow attachment of passive wiring concentrators.
Note that use of passive concentrator devices and performing
the speed verification process are mutually exclusive.
