by atmBrUsrFilterInCfgSSapTable.
permit(1) : Only bridge frames with the
prescribed SSAP are permitted
to transit this port.
deny(2) : Frames with the prescribed SSAP
cannot transit this port, but all
other frames can.
The user cannot configure a combination of
permit and deny filters on the same port. When
a permit filter is configured, all other SSAPs are
denied already. When a deny filter is configured,
all other SSAPs are permitted already.
