A unique id for each group of Queues.
Currently (March 2001, for Release 3.0), there is only one
group of queues to be shared by all ports/interfaces. And also one group
of queues used to send out packets to the packet-ring.
A future hardware version could come up with one group of queues per
port, or multiple system queues. Our MIB model is ready for that.
