alarm is detected by extracting bit 5 of the path status byte. If bit 5 is
high for ten consecutive frames, a RDI alarm is declared. A RDI alarm
is cleared when bit 5 is low for ten consecutive frames. RDI signals are
used to alert upstream terminals of a downstream failure in order to initiate
trunk conditioning on the failure circuit.
