determined by the signaling bits, as defined
by the 'cnfchtp' command. A connection which
is not on-hook is treated as off-hook for this
statistic. The status of the off-hook
condition is checked every 3 seconds,
so the granularity of the data which makes up
this statistic is 3 seconds. This statistic
is valid for all 'a', 'c' and 'v' voice
connections, and for 'd' type voice connection
endpoints supported by CIP or CDP cards.
