CIRMaxRate indicates the constant rate for
transmitting data. Its value should be the same
as usrfrCircuitCIRMinRate. When usrfrCircuitCIR is
set to 'variable', the CIRMaxRate indicates
the rate to transmit data when congestion is not
reported. After a period of congestion, the
transmission rate will incrementally increase until
the Maximum Rate is reached.
