This object specifies what action a Perseus unit takes when
it receives a packet with an unknown destination address. A unit can
forward the packet to the downlink (if any) associated with the
source port, or it can forward the packet to all its ports. When a
Switch 1000 is set to fwdToAll(3), all existing backbone port selection
logic and stored configuration is erased.
Any attempt to define a downlink via the lsVLANtable will be rejected
when this object is set to fwdToAll. The Switch 3000 and Desktop switch
will reject any attempt to write to this object.
