Description:
The SAE counts a number of SAEservice objects,which users
can subscribe to, when license.val.sspservices is not set to
0. The SAE bypasses the counting when license.val.sspservices
is set to 0.
The SAE counts active SAEservice objects whose status
attribute is set to 'active' only and ignores 'inactive'
objects. The SAE generates warnings if the number of active
objects exceeded license.val.sspservices; however,
these SAEservices are still available to users.
The SAE checks the current number of loaded SAEServices
against the licensed number when a SAEService is loaded into
the SAE internal database or removed from the database.
