When 8228 mode is set to enabled(1), the port is
forced open to insert an attached IBM-8228 device into
the ring. The IBM-8228 device must be attached prior
to enabling this mode, otherwise the ring will be
disrupted. When 8228 mode enabled,
ol42nnMHPortSpeedDetect for that port is automatically
set to disabled(2). When 8228 mode is set to
disabled(2), ol42nnMHPortSpeedDetect reverts back to
its prior setting. 8228 mode is only supported on port
16. Ports 1-15 return not-applicable(3).
