'vlanDisabled' - Vlan is in disabled state
'overlayDown' - Overlay is currently down
'deleteHoldDown' - The VLAN is in delete hold-down state
'hwDown' - An issue with hardware is preventing
VLAN from becoming 'active'
Value of this object should be ignored if the value of
cotvVlanInactiveReason is not 'inactive'.
