This timestamp is updated when one of the following occurs: a)The PortAnnounceInformation state machine enters the SUPERIOR_MASTER_PORT state or the INFERIOR_MASTER_OR_OTHER_PORT state, or b)The gmTimebaseIndicator managed object changes and the lastGmFreqChange field of the most recently received Follow_Up information TLV is nonzero.
