This timestamp is updated when one of the following occurs: a)The PortAnnounceInformation state machine enters the SUPERIOR_TIME_TRANSMITTER_PORT state or the INFERIOR_TIME_TRANSMITTER_OR_OTHER_PORT state, or b)The gmTimebaseIndicator managed object changes and the lastGmPhaseChange field of the most recently received Follow_Up information TLV is nonzero.
