"This attribute counts the number of received packets discarded
by the L2TPv3 protocol layer itself, including those discarded
because they were out of sequence. The InDiscards attribute
count includes packets unable to be forwarded to a higher layer
for processing (e.g. unknown L2tpv3 session Id). Interpretation
of what discards are counted in this attribute is
vendor-specific."
