done by selecting an active COPS
connection and destroying the
conceptual row
SERVER_OVERLOAD : An overload condition was detected in
the COPS server.
INIT_FAILED : SAE failed to completed its
initialization procedure in reaction to
a new COPS connection.
COMM_FAILURE : This is caused by a communication
failure in the COPS connection
ADMIN_REQUEST : An explicit request to shutdown the
COPS server or the entire SAE shutdown
request was received from an
administrator.
CLIENT_OVERLOAD : An overload condition was detected in
the COPS cleint.
