DESCRIPTION
"The T2 timer determines how long to wait for an
acknowledgement after sending a SHUTDOWN or SHUTDOWN-ACK
chunk. This object reflects the number of times that T2- timer
expired.
Discontinuities in the value of this counter can occur at re-
initialization of the management system, and at other times as
indicated by the value of sctpAssocDiscontinuityTime."
