MAC but were not copied into its receive buffers
(see ANSI MAC 7.5). For example, this might occur
due to local buffer congestion. Because of
implementation considerations, this count may not
match the actual number of frames not copied. It
is not a requirement that this count be exact.
Note that this count does not include MAC frames.
