An indication of the state of the Reclocker Bypass control.
A write to this object with a value of 2 will bypass the
reclocker and a consequent read will return 'bypassed'.
Writing any other value will release the snmp control
and a read will be dependant on the state of DIP
Switch 3, the signal type and the sub-assembly.
