System Controller. The frameRelayLinkMgmt(6) encapsulation
type is used for passing Frame Relay link management frames
(either ITU-T Q.933 Annex A or ANSI T1.617a-1994 Annex D)
between a VBR/Packet port configured for Frame Relay UNI and
the System Controller.
