Querier Router Timeout. This value specifies, in seconds,
the amount of time from the last host query message that will
be used to determine the loss of the IGMP Querier router.
This is introduced in IGMPv3. It is now same as Other
Querier Present Interval. It is the length of time that
must pass before a multicast router decides that there
is no longer another multicast router which should be the
querier. This values MUST be ((wfIgmpIfRobustnessVariable *
wfIgmpIfQueryRate) + wfIgmpIfMaxHostResponse/20).
Default is 255 seconds.
