    alarms to 'active' or 'inactive'.

    Select 'activateAll' to make all completed alarms
    not in the 'active' state become 'active' again.
    This is useful for alarms whose error states are not
    automatically cleared by the system. Alarms whose
    error conditions have not cleared will remain in
    their current states.

    Select 'deactivateAll' to make all completed alarms
    that are in the 'active' state become 'inactive'.
    This is a convenient way to suppress alarm activity

    actually deleting the alarms.

    Alarms which are incomplete (e.g., 'creating' state)
