cardType other than 3pE3Atm, 3pDS3Atm, 3pOC3MmAtm,
3pOC3SmAtm, 3pE1Atm, 3pDS1Atm, 2pJ6MAtm, the sum of
(maxVccs + maxVpcs + (maxVpts * 3) + 1) across all AtmIfs linked
to that Lp must not exceed the totalConnectionPoolCapacity
