Closed system data fully encoded to ISO/IEC 15962 rules

This Data Format enables closed system or prototype data to be encoded in a manner compliant with the ISO/IEC 15962 encoding rules (i.e., by declaring the relevant Access Method). As those implementing the application know the interpretation of the Relative OID values, the Root OID is implied and does not require to exist or to be registered.
