pmNewRoleNotifications and pmNewCapabilityNotifications
should be sent to the specified target:

1) The pmNotificationRegEntry is active
2) The associated snmpTargetAddr entry is fully
configured and active.
3) The associated snmpTargetParams entry is fully
configured and active.
