When receive errors are enabled, all packets, including
those with errors, will be forwarded onto the packet bus.
When disabled, received packets with errors will be
automatically deleted from the receive ring buffer and not
forwarded onto the packet bus.
Receive error packets are defined as having one of the
following conditions:
1. Frame Check Sequence (FCS) errors.
2. Framing Errors
3. Short Packets (less than 64 octets)
4. Long Packets (greater than 1518 octets)
