Except when booting up, a hub will communicate over IP using a single
frame type defining the type of network that the IP traffic is running on:
Ethernet_II or IEEE 802.2_SNAP. When the hub is performing BOOTP/RARP, it
does not assume any frame type and will attempt to BOOTP/RARP over both
types. It will use the frame type that the first BOOTP/RARP response uses
for the rest of its communication. The frame type of the BOOTP/RARP
