occur if the off-line card is unavailable or not in
operation. The system can be set to unprotected mode
to turnoff this alarm.
If the off-line card becomes operational while in
unprotected mode, the mode is automatically switched
to protected mode. The user will not be allowed to set
the system to protectedMode.
