    is configured to be the local (SC/MVIP) clock master and
    another resource on the local bus is configured to be the
    backup clock master and the EXNET Connect is then configured
    NOT to be master or fails to drive the clock, the backup
    master will take over and drive the clock. This alarm is sent
    when the EXNET Connect detects this.
